Public sector

Public sector: control the execution of your public contracts, every invoice checked against the rate schedule

In the public sector, the difficulty is not awarding the contract but controlling its execution: is the signed unit price schedule (BPU) the one actually invoiced, work order after work order? Zylio reads the contract documents and every invoice, checks each line against the schedule price and the service accepted, and brings up discrepancies with their proof.

The situation

What makes public contract execution hard to control

Award is regulated and documented. Execution plays out invoice by invoice, over years.

  • A rate schedule signed, then forgotten

The unit price schedule runs to hundreds of lines, sometimes thousands. It is consulted at notification, rarely at each invoice.

  • Scattered buyers

A contract is awarded by the procurement office and executed by ten departments or facilities. Each receives its invoices and certifies its own service acceptance.

  • Complex price revisions

Parametric formulas, indices published late, safeguard clauses: the revision is applied by the contractor, rarely recalculated by the buyer.

  • Services outside the contract

An order placed outside the schedule, an option not provided for, a quantity beyond the maximum: invoiced, often paid.

  • Mandatory traceability

Every euro of public money must be justifiable to the public accountant, the regional audit chamber or internal audit.

  • Constrained payment deadlines

The statutory payment period leaves little time to verify. Control happens after payment, or not at all.

The mechanism

Every invoiced line, checked against the contract’s unit price schedule

Zylio reads your contract documents as they exist: award document, special administrative and technical conditions, unit price schedule (BPU), price breakdown (DPGF), amendments, revision decisions. It extracts every condition: unit price per item, unit, minimum and maximum quantities, revision formula, penalties. A schedule can carry more than 12,000 price lines, pricing rules included; the platform holds them for each contractor.

Then every invoice received, through Chorus Pro or any other channel, is read line by line and checked against the schedule item that governs it. The Compliance agent brings up the invoiced price above the schedule price, the revision applied with the wrong index or outside its due date, the service absent from the schedule, the quantity beyond the contract maximum. Each discrepancy comes up with the schedule line and the invoice line, highlighted side by side.

Service acceptance

Work order, service acceptance, invoice: matched at line level

Execution control does not stop at price. Was what is invoiced actually ordered, by a purchase order or a work order? Was it performed, and certified as such? The Matching agent reconciles the three documents at line level, with the tolerances you set per contract: quantities delivered against quantities invoiced, services performed against services invoiced, advances against statements.

What fits no flow (an invoice without an order, several work orders on one invoice, a disguised duplicate, a promised credit note never applied) is taken on by the Exception agent, qualified, and presented to the department concerned with the discrepancy already quantified. Compliant cases pass on their own; the reviewing department sees only what deserves a decision.

N-way matching: line-level reconciliation

Order, receipt, invoice and credit note, matched by the Matching agent.

The proof

A complete audit trail for every euro controlled

Every check leaves a trace: which document was read, which line was checked against which schedule item, which discrepancy was found, who decided what and when. That audit trail is exportable and stands as it is before the public accountant, the regional audit chamber or internal control. Nothing is estimated, nothing is smoothed over: missing data is declared missing.

Zylio does not touch your financial system or your public procurement tool: it reads their exports and writes nothing back. It commits no payment, no penalty, no claim without validation by the authorising officer or the competent department. It contacts no contractor. Data is hosted in France, under ISO 27001 and SOC 2 Type II certifications, and is never used to train a model.

For whom

Local authorities, public facilities, operators: the same documents, the same control

  • Local authorities

Roads, buildings, green spaces, cleaning, catering: multi-year call-off contracts, executed by many departments.

  • Healthcare facilities

Hospitals and hospital groups: devices, consumables, biomedical maintenance, logistics services, with price lists that move during the contract.

  • Public operators and bodies

Universities, social housing providers, semi-public companies, agencies: service and works contracts, and the same obligation to justify spend.

Getting started

A three-week diagnostic, on one contract or one spend category

The shortest entry point is a three-week diagnostic, on your data. You choose a scope: a call-off contract, a spend category, a major contractor. We read the rate schedule, the amendments and the invoices for the period, check every line against the schedule and the service accepted, and hand back the discrepancies, quantified and sourced.

On the scope analysed, recovered margin sits between 1% and 7%. The diagnostic is billed on success, on the discrepancies recovered; if there is nothing to recover, we say so. Control can then extend from 5% to 100% of your spend, contract by contract.

How the 3-week diagnostic works

Scope, documents requested, deliverable, success-based billing.

Nothing is lost. Everything can be checked, everything can be proven.

  • The contract clause and the invoice line, highlighted side by side.
  • Every extracted value stays linked to the exact place in the document where it was read.
  • The same case produces the same decision, today as in six months: the rules are applied deterministically.
  • No discrepancy is set aside in silence. Anything that matches no rule is raised, with its reason.
  • The agent records what it did, in the order it did it: who, what, how much, when.

Frequently asked questions

Does Zylio play a part in awarding contracts?

No. Award (publication, tendering, bid analysis, attribution) stays in your tools and your procedures. Zylio steps in after notification, on execution: it verifies that what is invoiced matches the signed schedule, the amendments and the service accepted.

Are invoices received through Chorus Pro read?

Yes. An invoice submitted on Chorus Pro is a document like any other: Zylio reads it from the export of your financial system or of the portal, line by line, like an invoice received by email or post. The reception channel changes nothing about the control.

How are price revisions handled?

Zylio extracts the contract’s revision formula (indices, coefficients, frequency) and recalculates the expected revised price at each due date. The invoiced price is checked against that recalculated price. A wrong index, an early revision or one applied twice comes up with the calculation alongside.

What happens to a discrepancy once detected?

It is presented to the reviewing department with the schedule line, the invoice line and the amount. The authorising officer or the competent department decides: reject the invoice, request a credit note, accept the discrepancy. Zylio takes no decision and contacts no contractor.
